Intensive development of settlement in the Negev and of the city of Beersheba began in the 1950s. Institutions, including: the Negev Research Institute, the Center for Atomic Research, a branch of the Volcani Institute and Soroka Hospital were established. In 1963, a branch of the Technion opened in Beersheba, offering afternoon courses in several branches of engineering as well as other courses. In 1965, a decision was made to create a new academic institution, the University of the Negev, located north of Soroka Hospital. On 9 November 1969, the government approved the decision of the ministers for science and technology to open the University in 1970.

Obverse: The number "25" combined with the flag of the University. Below, the year of issue, "1995-5755". Along the circumference, above in Hebrew and below in English, the inscription "BEN-GURION UNIVERSITY OF THE NEGEV MARKS ITS 25TH ANNIVERSARY".

Reverse: Image of David Ben-Gurion. Below, in Hebrew and English, the inscription "DAVID BEN-GURION" and the years "1886-1973", "5636-5734". Above, in Hebrew and English along the circumference, the inscription "THE POWER OF SCIENCE WILL BE TESTED IN THE NEGEV".

Edge: Initials "I.G.C.M.C." in Hebrew and in English and serial number.

Serialization: All medals are numbered.
