The fifteenth Congress of the International Union of Local Authorities (IULA) met in Israel in November 1960. Participants came from all over the world. Among the resolutions adopted were recommendations that the wealthy, established states lend support to new underdeveloped states.

Obverse
Above, the State emblem, flanked on both sides by parallel lines along the entire length of the medal. On 400 bronze medals there is a dedication underneath the State emblem, by the Minister of the Interior of Israel to the delegates (limited to Congress delegates only).

Reverse
In the center, above the emblem of the 1 5th Congress a candelabra, and the Roman numeral XV. On the side the letters "IULA", the initials standing for "International Union of Local Authorities". Beneath the emblem, a legend in English: "XV International Congress of Local Authorities, November 16-23, 1960". Around, the same legend in Hebrew.

Edge
The State emblem and the words "State of Israel" in Hebrew and English. On the silver medals, the Hebrew for "Silver 935" and in English "Sterling".
