The Second International Congress of Jewish Lawyers and Jurists took place in Jerusalem on 19th August 1973. The Congress dealt with the legal problems confronting Israel during its twenty-five years of independence and with the legal aspects of the Jewish struggle in countries of oppression.

Obverse
In the centre, a Hebrew inscription over six lines: "The Second International Congress of Jewish Lawyers and Jurists". Below, on the left, the emblem of the Lawyers Association in Israel (from a stylized shield - the scales of Justice forming the Hebrew letter "Ayin"). Emerging from the shield, a ribbon bearing the inscription: "Jerusalem" in Hebrew and English. Below, the date "19-23.8.1973". Around the rim, the inscription in English "The Second International Congress of Jewish Lawyers and Jurists".

Reverse
In the centre, a stylized figure "25". In the background stylized views of sights and places in Jerusalem. Around the bottom rim, in Hebrew and English "25th Anniversary of the State of Israel".
