The rapid development of the Israeli economy and the various technological advances in the field of transportation and marketing have created new challenges for the Israeli sea ports. These challenges included the necessity to adjust the rapid growth of traffic which required greater freight capacity as well as the need for faster and more efficient handling of freight. The Ports Authority is responsible for maintaining the sea ports in a manner to fit the needs or making the necessary improvements and obtaining the skill and technology required for the operations.

Obverse:
On the rim above, an inscription "Israel Ports Authority". The identical inscription appears in English on the lower part of the medal, on top of a stylized rendition of sea waves. In the center, the Ports Authority emblem, an anchor between two cranes. The lower part sunk in the waves bears the words 'Thou shalt burst forth westward".

Reverse:
Covering the entire area, a schematic drawing of a section of an Israeli map. On the map are superimposed the names and emblems of the ports of Haifa, Ashdod and Eilat. In the center, a point on the map marked "Jerusalem" in Hebrew and English.

Edge:
The State emblem and the words "State of Israel" in Hebrew and English.
The silver medals bear "Silver 935" in Hebrew and "Silver" in English.
